NOTICE
A RESOLUTION DECLARING AN EXTREME PUBLIC
EMERGENCY AS CHENNAULT INTERNATIONAL HAS RECEIVED EXTENSIVE DAMAGE WITHIN THE CONFINES OF THE FACILITY WHICH ENTAILS HANGARS, BUILDINGS, EQUIPMENT, PERIMETER SECURITY AND FENCING, AND UNFORESEEN PURCHASES ON AUGUST 27, 2020 AND OCTOBER 9, 2020, AS A DIRECT RESULT OF HURRICANE LAURA AND HURRICANE DELTA
WHEREAS, Hurricane Laura has caused extensive damage to Chennault facilities said damages comprising an “emergency” in that Hurricane Laura was an unforeseen mischance bringing with it destruction of public property and the imminent threat of further damage to Chennault publicly-owned facilities; and
WHEREAS, the current damage and potential further damage caused by Hurricane Laura and Hurricane Delta will not admit the delay incident to advertising as provided in Title 38 of the Louisiana Revised Statutes, Chapter10, Part II; and
WHEREAS, the CHENNAULT INTERNATIONAL AIRPORT has received extensive damage within the confines of the facility which entails Hangars, Buildings, equipment, perimeter security and fencing, and unforeseen purchases on August 27, 2020 and October 9, 2020, as direct result of Hurricane Laura and Hurricane Delta; and
WHEREAS, the Chennault International Airport Authority has entered into a sublease with the Northrop Grumman Corporation, Citadel Completions, LLC, Landlocked Aviation Services, and Louisiana Millwork, LLC, to provide hangar and building space; and
WHEREAS, the Authority recognizes the need to act as quickly as possible to make these repairs, replacements and upgrades due to the safety and structural integrity of the hangars and buildings in the event of a subsequent weather event and the need to provide adequate facilities to enable its tenants to resume operations as quickly as possible; and
WHEREAS, the Authority realizes that because of the urgent circumstances and the delays which would be caused by the adherence to the existing Public Bids Laws, and the extreme need to expedite the structural upgrades and roof replacement of the hangars and buildings; and
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the Chennault International Airport Authority that an extreme Public Emergency is declared regarding the structural upgrade, roof replacement and repairs within the confines of the facility which entails Hangars, Buildings, equipment, perimeter security and fencing and unforeseen purchases, and the Executive Director is hereby authorized to shorten the advertising period as the plans and specifications for such repairs and modifications are completed; and an extreme public emergency is declared for roof repairs and the purchase of damaged components of the mega doors at Hangar “H”; two structural columns at Hangar “H”’ and the Metal Gates throughout the facility and replacement control tower equipment and the Executive Director is authorized to purchase this equipment without advertising for bids, and
BE IT FURTHER RESOLVED, that this notice of public emergency shall be published within ten (10) days of its adoption in the official journal of the Chennault International Airport Authority.
PASSED, APPROVED, AND ADOPTED on this 15th day of October 2020 at a Regular Meeting of the Chennault International Airport Authority.
