Chennault International Airport recognized two retiring members of its Board of Commissioners, Nora Popillion and Bill Hankins, thanking them for their service and contributions to the airport and the Southwest Louisiana community.

Executive Director Kevin Melton presented Popillion and Hankins with models of a P-40 “Flying Tigers” aircraft in recognition of their years of service. Incoming Board President Tuwanna Guillory-August joined Melton in thanking the commissioners.

A Symbol Tied to Chennault’s History

The P-40 models carry a special connection to the airport’s namesake and aviation legacy.

Lt. Gen. Claire Chennault became internationally known for leading the famed Flying Tigers during World War II. The Lake Charles Air Force Base was later renamed Chennault Air Force Base in his honor, establishing a connection that remains central to the airport’s identity today.

Presenting the retiring commissioners with Flying Tigers aircraft models served as a fitting reminder of that history and of the responsibility passed from one generation of Chennault leadership to the next.

Chennault’s Board of Commissioners helps guide the airport’s direction, overseeing the functions of the Chennault International Airport Authority as it maintains, operates and markets the facility. Board members are appointed by local governmental bodies and serve four-year terms.

Recognizing Leadership and Service

Popillion concludes his board service after serving as president of the Chennault International Airport Authority Board of Commissioners during the 2025-26 fiscal year.

During his tenure as president, Popillion helped lead board proceedings and decisions affecting Chennault’s operations, infrastructure and continued development.

Hankins also served as an active member of the commission, participating in the decisions and long-term planning that support Chennault’s role as an aviation and industrial asset for Southwest Louisiana.

Their service came during a period in which Chennault continued to invest in its facilities, pursue new economic opportunities and position the airport for continued growth.

A New Chapter for Chennault’s Board

As Popillion and Hankins conclude their service, Chennault is also beginning a new chapter in board leadership.

The Board of Commissioners elected Tuwanna Guillory-August as president, Charles K. Dalgleish as vice president and Lee W. Boyer as secretary/treasurer for the fiscal year beginning July 1. Guillory-August previously served as vice president under Popillion.

The transition continues a tradition of local leadership that has played an important role at Chennault since the former military installation was redeveloped as an economic and aviation asset in the 1980s.
